My understanding about delay in improvement is a threeway pointing contest among SMART, Northern California Railroad (?) and the Union Pacific (successor to the defunct Southern Pacific Railroad) as to who built and who owns the structure, leaving the City with no partner to negotiate with. I certainly hope SMART is willing to step up.
